What is the Express Grant Program?
The Workforce Training Fund Express Program is designed to help businesses respond quickly to change and keep employees engaged. Eligible Massachusetts companies are funded with $15,000 per calendar year with a maximum of $3,000 per person per course. Grant applications must be submitted at least 21 days before the training start date.
Determining Eligibility
The Workforce Training Fund Express Program will adjust award amounts based on businesses’ Massachusetts employee counts at the time of application as follows:
- Businesses with up to 50 Massachusetts employees, receive up to 100% reimbursement.
- Businesses with 51 to 100 Massachusetts employees, receive up to 50% reimbursement.
- Eligible companies must also pay into unemployment insurance.

There are several key documents you'll need for your application to the Workforce Training Fund Express Program. You will need:
- A Certificate of Good Standing (DOR) that is less than six months old.
- A Certificate of Compliance (DUA) that is less than one month old.
- A signed IRS Form W-9 with a signature less than a year old at the time of the application.
You must be in full compliance with the Department of Unemployment Assistance (DUA), the Department of Industrial Accidents, and other obligations to the Commonwealth of Massachusetts to receive these certificates.

Step 2: Gather Required Documents and Submit an Application via the Workforce Training Fund Program Page.
Step 3: Get Approved & Get Reimbursed
- Approval takes 3 weeks from Commonwealth Corporation.
- Once approved, register and pay for the training.
- After completing the training, submit a reimbursement form.
- Expect reimbursement funds 30-45 days later.
